Currently PotoPlog utilizes GD, but the ability to use ImageMagick will be added to a future pro release. As for image resizing, PhotoPlog keeps the original and makes three thumb sizes: small, medium, large. You can set the maximum dimensions for each thumb size in the settings (http://www.photoplog.com/screens/index.php?do=2) and, should you choose to change the dimensions, you can rebuild thumbs with pro in the maintenance (http://www.photoplog.com/screens/index.php?do=13) section.
