Category permissions allows you to set permissions per usergroup per category. There are a couple of ACP screenshots

here, but there is nothing out of the box to make alternate titles or META tags. The pro version (
pro demo) does a better job with titles than the lite version (
lite demo), but you might be able to find SEO alternatives at vbseo.com or nuhit.com though you'd need to check.
