Cool WYSIWYG Editor for Description part when Upload

I notice when a user leave a comment, they have the WYSIWYG editor from vb to use, how do i make it so that when user upload a file, the description part of the upload page has the editor too?

This would require code and template changes, and is planned for the pro version.
